What does a skill represent?  A skill represents ability and experience at a
given action or set of actions.

Not everyone who uses a long arm has skill and experience shooting a long
distances.  The immediate counter example is the shotguns.

Shotguns*, for example, are included in the longarm skill.  The skills which
make someone a skilled sheet shooter do *not* translate to skill at shooting
at long distances.  Under the current Millenniums End skill system, someone
who does well in the weekly trap shoot has an equal chance of making an 800
m rifle shot.  So what should we do - penalize the skilled shotgun shooter
or provide an additional skill that reflects the separate skilsl and
experience of long range shooting?

*Shotguns capable of automatic fire (USAS-12 or Jackhammer) or are pistol
sized (wasn't there a .410 shotgun pistol released in the last few years)
are admitted special cases.
