This isn't different from the way many other wars start. All a war really
needs is an excuse, and if the other side isn't willing to provide one then
you make one yourself... The odd thing is not the dishonorability, but the
fact that even the most absolute dictatorships hardly ever start a war
without finding a reason, no matter how far-fetched, to claim the _other_
side started it, and they're only responding.
