Spaced armor.  There's an internal tank and an external tank with a few
inches of baffle between the two layers.  Spaced armor is extremely
effective against most kinds of penetration--whether it be a piece of
rebar in a bad road accident, or whether it be a gunshot.

Growing up on a farm we frequently had tankers of anhydrous ammonia and
gasoline come out by our place.  It's been many years, but that's as I
recall them.

Re: the purge issue.  If someone's going to open the hatch, then they're
going to admit oxygen into the environment.  There's no protection in
the world sufficient to shield people from their own stupidity.  :)

Keep in mind, though, that requirements for transporting hazardous
materials differ from country to country (and in some parts of the US,
from state to state).
