Depends a lot on who you talk to.  The Second Amendment is unique in that 
the Supreme Court has never exactly said what it means, and in the absence 
of a Supreme Court ruling, everything that we say about what it does or 
doesn't mean is speculation.

Personally, I believe gun control means hitting your target--but growing 
up in a family of lawyers has taught me to be very careful about making 
proclamations about what the intent of the Second Amendment is.
