       As far as i know they are, HOWEVER, they are located in the INNER 
rings, not the outer.......the attack on the pentegon is what makes me think 
it is some other NATION-STATE (possible Saddam?? he has threateneed as well 
if you all recall)  most terroists go for inocent civilians in mass, to make 
a statement, or for figureheads of "American capatilism"/.......yopu don;t 
attack the head of a nations military might....unless you need it out of the 
way or paralyzed........
