In what context?  I've had people use satellite surveillance technology in
other games.

The big thing is to not let them try to get away with bloody murder.  One
thing to remember is that the operatives are mostly NOT skilled at
interpreting in the images.  There are a few web sites around that can show
you the difference between a 1 m, 5m and 15m resolution.  It's amazing what
can disappear.  The resolution - and wavelengths available - are dependent
on their satellite source.  Not all sats are created equal.  A bunch of
people have come into the commercial market.  Agriculture, for example, is a
target market to reduce the need for ground scouting.  Agriculture
applications, though, don't require daily updates or hour-by-hour update
rates.

As far as implementing it in a game, I did use it for a non-ME game.  For
one session, I went to Microsoft's Terraserver and downloaded both satellite
and topo maps for the players and handed it out at the next session.  It was
a pain and I wouldn't recommend it without a fast(er) network connection.
