Neal replied individually and said he did not have the scenario anymore.  A
few people mentioned where the original Top Secret scenario could be found.

Would people be interested in a simple scenario contest?

No cash reward, just the envy of your friends / enemies / Roger Stenning.
Two pages max length, must SOMEHOW involve a theme park / amusement park /
torture of small stuffed animals.

(as an aside, we did this a few years ago ... as CEE crashed and burned.  We
debated rules for way too long and had too few submissions)
