Based on the number of people injured and killed in chainsaw accidents each year, they certainly can do some significant damage.  The majority of these injuries are from broken chains, and the major cause for broken chains is swinging the chainsaw against the wood rather than letting the blade do the work.  Thus, the motion that would most be associated with using the chainsaw as a weapon is the most likely to cause the blade to break.  If the chain does not break, clothing will quickly jam the mechanism and cause a shut down.

If you wanted to do damage, a good hit would be around 1d6 Cut DD, 3d6 for a full round of cutting against a stationary target, and 2d6 to everyone within 2 meters for a broken blade (random location).

Chainsaw makes a terrible entry tool; slow, loud and dangerous.  Industrial radial grinders are occasionally seen, but their use is pretty much restricted to fire doors and security bars.  Still not the best choice for law enforcement entry.  For fire doors a 'hooligan' combined with a sledge hammer will take out almost any door.  For security bars a hook and vehicle pull is the quickest way.
