Fuse would be inadequate to detonate PETN, but could easily detonate granular TATP and that would detonate the PETN. Fuse is probably not enough to detonate stabilized TATP, which is probably what the whacko was using. Granular TATP in a shoe is just asking for problems, a hard step or stumble probably being enough to detonate it. Won't go into details, but if the guy had used a condom he probably would have dropped the airplane.
