for an ME setting, GURPS Black Ops is a little over-the-top, I would think
Spec Ops, Espianoge (a bit dated), Cops (new), and a few others would have
the information you need.  Black Ops is like Men-in-Black, great if you like
the big sci-fi alien conspiracy stuff (I happen to.)
