Well the producer tower that I drive at work has four 24x burners, that can 
each produce unique disks, each labeled.
It could easily handle the volumes required. (We use it to produce phone 
bills on CD.)
It could be upgraded to run DVD drives as well. Total cost of the unit was 
about US$50k.
