Yes and no--there's a thriving industry going supplying
TEMPEST-compliant machines to governments (NATO nations, mostly).  But
if you want to get hardware to keep you safe from Big Brother, you don't
want to buy your machines from Big Brother's supplier--and thus you have
to go to the smaller shops, and get the big price jump.

So the short answer is, price to governments, corporations, etc., isn't
that much above list price.  Price to paranoids and people who want to
avoid government attention is pretty high.
