Cost per round might put a piston type round out of the reach of most LE agencies.  Also have the problem that the expended shells can be some what dangerous as they contain all of the propellant gases.

If you really have the luxury of a covert insertion it seems to me a lockpick gun is going to be quieter than any suppressed weapon.  Regardless of how quiet you get the shotgun, there is still going to be a fair amount of noise as the lock shatters and the pieces bounce around the room.  Could also take a 18v cordless drill with a good carbide bit and bore the core out of a QuikSet quickly and pretty quietly.
