    Yes, in Thailand, Singapore, Malaysia, and Indonesia, drug traffickers
get the death penalty.  These countries take drug crime seriously.  BE/BE
operatives do not usually traffic in drugs (unless they have a side thing
going), but they do occasionally work for the traffickers.  Perhaps, office
specific rules concerning contracts with know/suspected drug runners, just
to keep the peace with the locals.
    I agree that a region for BE/BE should be cultural as well as
geographical.
    If you are looking for a relatively safe city for an office, Budapest is
probably the furthest south and east you can go in Europe.  There is
Romania, fairly stable gov, but not as high tech and modern as Hungary or
the Czech Rep.  Greece is also a possibility, no worse that Italy at this
point, except maybe possible war with Turkey and Balkan spillover.  Helsinki
would cover Scandinavia, the Baltics, Russia, and Belarus maybe Ukraine as
well.  In SE Asia, a really safe place would be Guam, US territory,
Continental Micronesia hub, not a lot of work on the island, but it would be
a safe place to base operatives out of and a little closer to the action
than Tokyo or Sydney.  If that's the case then scrap Guam and beef up Tokyo
and Sydney.

with bribery still an important issue, last reports on
westerners accused of drug-related crimes already have
big problems. in a darker timeline thailand would
probably become a even more chauvinistic society with
strong sanctions for any outsider. for similar reasons
iŽm against a egypt- or turkey-based office. they
already have a islamic fundamentalist problem in this
world, in me youŽd have to install a revolving door to
cope with the mass of young semtex-carriers looking for
paradise.
