Most armor materials are insulators, not conductors, so the current
would be blocked. Only if there's a metal plate in the armor, and that gets
hit (and the taser contacts, or at least the current, get through the cover
over it) would the current flow through that. However, this kind of plate
would be surrounded by insulating materials, so I don't think the armor's
wearer would be affected.
