Re: 2.1 Operatives Handbook

I believe all of the "v2.1" items at Cybergames are merely eletronic versions of previously released items.
 
If you go to the online store, and look at electronic books, they have the basic rules, Op's Handbook, Ultramodern Firearms, and NIghtwalker available.  All as "v2.1".
