      i disagree, however, i go with the theory that the rules for scopes
are under "ideal conditions" just how jostled did the scope get while he was
running throught the jungle?  How long since he zeroed it in?  And unless the
target is absolutly still, there are other modifyers to the roll.  a 2X power
scope makes the target twice as big, if i need a 50 to hit a target 6 feet
high from 10 meters away, why would that change to hit a target 18 ft high
from 30 meters away?

attach a 24x scope to a barret.  the rules allow insanely high odds of head hits at 1200 m with that particular bit of hardware.  That yields an effective distance of 50m for range calcs.  the rules are rather simple for scopes and lead to horribly improbable things.
