do you think it is possible to give some kind of "Tactical Range" for
scopes, then fudging a Magnification based modifier ?

Rough idea: (please no flame for the values)
X24 scope:
Tactical range: 1000 m
-if used under half of the TR (500m), the make your shooting less at
Magn.Factor of the scope (ie: -24%)
-if used under the quarter of the TR (ie: 250m), the make your shooting less
at Magn.FactorX2 of the scope (ie: -48%)
-if used under tenth of the TR (ie: 100m), the make your shooting less at
Magn.FactorX3 of the scope (ie: -72%)
- shooting under the tenth of the TR is impossible/nonsens.

X12 scope:
Tactical range: 500 m
-if used under half of the TR (250m), the make your shooting less at
Magn.Factor of the scope (ie: -24%)
-if used under the quarter of the TR (ie: 125m), the make your shooting less
at Magn.FactorX2 of the scope (ie: -48%)
-if used under tenth of the TR (ie: 50m), the make your shooting less at
Magn.FactorX3 of the scope (ie: -72%)
- shooting under the tenth of the TR is impossible/nonsens.
