My unit (USMC) SOP regarding M16s and water immersion
is to cycle the action upon leaving the water.  You
loose one round but it releases any water trapped in
the barrel.  Small droplets pose no problem to firing;
a barrel fully clogged by water, mud, snow, etc. is a
potential hazard.

Another note for weapon use in very wet environments
is that commercially produced ammo is sealed with wax
around the primer.  Handloaders rarely do so and
prolonged exposure to water could contaminate the
rounds.
