ObME...

The obvious: "go and get this guy, who's been accused of war crimes,
out of $TINPOT_DICTATORSHIP so that we can put him on trial".

The slightly less obvious: "this retired U.S. soldier has been
accused of war crimes by $TINPOT_DICTATORSHIP; make sure they
don't manage to kidnap him". Of course, the accusations might
or might not be true.
