Not necessary. Set up the phone -> radio link close enough to the target
site that you can use a low-power transmitter, but far enough away that it
won't be accidentally found by authorities who respond. Say, somewhere in a
residential area near the target -- renting a house with a phone line
should do the trick. Then the accomplice can phone in from the other side
of the world (if necessary) and there's no need for powerful transmitters
that could be easily detected.
