Fully automatic is legal with a class III tax stamp (permit), although your
state may have legislation to supercede the federal restrictions.  Delaware,
for example, only permits AOW, but not silencers, fully automatic, etc.
Illinois, led by the inept and corrupt Chicago politicians, did not permit
any tax stamp weapons.
