The Commercial Farmers'
Union hires a cell or two to defend farms from squatters and harassment,
since the police won't (in spite of court orders to do so). This would
require the use of non-lethal means and some diplomacy at first.
Set this during the national election and things could get out of hand
quickly.
The British Gov. could hire
a cell for the above reasons (most/all whites in Zimbabwe are British
nationals since Zimbabwe was once a colony). To aggravate this the
Mugabe gov. is spouting a lot of anti-British rhetoric and saying it will
expel all whites from the country.
Or during the elections the
opposition party hires a cell(s) to protect the candidate(s) with funds
from the Commercial Farmers' Union. This would be a standard EP run
with political overtones and could embroil the cell(s) in a civil
conflict.
The problems I see are; the
cell(s) would be working against the "elected" government, good
chance of an incident during elections (cell escorting farmers to poll,
'veterans' try and intimidate/harass voters).
Any ideas on this or would
the legal dept. even allow
it?
Great idea. Instead of putting the characters in a reactive role,
though, what about giving them a specific task to perform.
The cell is approached by an insurance company who have underwritten a UN
election monitor who has now been kidnapped. BlackEagle is tasked
with either negotiating his release or rescuing him from captivity.
The real scoop however is that the election monitor is really working for
SIS, CIA, SADF, whatever and was assisting indirectly in toppling the
Mugabe regime. Hijinks can ensue when the BlackEagle cell runs into
an assault team from whatever agency he truly represents.
Or instead of being a UN election monitor, he could be a rep from
Resources Unlimited or similar firm who was in Zimbabwe advising farmers
on crop rotation or some other agricultural matter when kidnapped.
The real scoop however was that he was there to survey a mineral deposit
and negotiate with Mugabe on extracting diamonds, gold, uranium, or
whatever. When Mugabe didn't like his offer, he was locked up or
killed. Or better yet, he dropped out of sight to negotiate a
better deal with another company/country who would cut him in for a
bigger share. When Resource Unlimited figure out whats up, they
send in BlackEagle to "rescue" him. Actually they have
anonymously informed the Mugabe government that a gang of mercenaries
(the ops) are coming to escort the rep out of the country. It will
be ambiguous as to exactly why so in order to find out what is going on,
the Mugabe thugs will be tasked to keep a close eye on the rep.
When the ops show up, RU is hoping that everyone will be cut down in the
crossfire thus making the whole problem go away.
Just a couple quick thoughts. Again, a good idea for an
adventure.
