The strikes on the WTC towers were staggered to catch (successfully) rescue 
workers.  It seems only reasonable that the plane that went down near 
Pittsburg was staggered to hit after the plane which hit the pentagon and 
catch rescue personnel.  

The White house Press Secretary is saying they have creditable evidence that 
the plane that hit the Pentagon was aimed at the White House, so it is also 
possible that the Pittsburg plane was a backup to attack either the WTC/White 
House if the first group of planes missed.  This could suggest a ground based 
controller passing information to the hijackers in the aircraft.

A third option is that there were delays in taking over the Pittsburg plane 
which caused it to get farther west then the other planes and thus not a 
closer spaced two plane strike on the DC area.
