Posse Comitatus will not be re-examined.  PCA just says that the
military cannot operate in a law-enforcement capacity within the United
States without approval from the President and Congress.  This was born
out of the Civil War, where Lincoln put many civilians on trial in
(illegal!) courts-martial.

However, remember: Bush used the magic words "acts of war", and Congress
authorized the President to take any and all appropriate measures.

Posse Comitatus no longer applies.  (a), this isn't a law-enforcement
matter, this is a *military* matter, and (b), Congress has
authorized--albeit indirectly--the use of military troops within US
borders.
