The Taliban have said as much before in relation to previous attacks 
attributed to the bin boy.  It's striking in that it's a disingenuous 
offer that would mean absolutely nothing even if it were sincere.  Now 
if they said they'd turn him over to *us* given "sufficient evidence", 
that would be new--albeit likely still disingenuous.
