some comments from a german view:
x-ray monitoring: right now my departement of the
federal agency for occupational safety has a up-to-date
monitoring equipment from rheinmetall for test purposes.
you get a lot of details (and images of standard
weaponry are already stored and are detected automatic
most of the time), but checking officers get tired
sooner or later. for controlling the officers sometimes
the image of something hazardous is planted in a
"innocent" piece of luggage. discovery and further alarm
procedures get a "test only, well done" response,
missing will cause a reaction too.

bypassing the door metal detectors (like say kevin kline
in "fish named wanda") doesnīt work, they are sensitive
(perhaps one meter for sig-sauer p228) on the outside of
the frame too (on minimun sensibility. we have one of
these too, and as iīm wearing a belt with leatherman,
swiss army knive, cellular phone and some other tools
the beeping can be very annoying.) on full sensibility
chrome-nickel-steel piercings in the outer labia (this
co-worker of mine looks so innocent...) are clearly
indicated on the led heigth marker.

in germany detaining and armed response (issued 9mm
pistols, some HK mp5, concealed or nedium body armor) is
done by sworn police officers only, but there are state
police or sometimes federal border guard officers at
every german airport with frequent international
flights. no german airport has a swat unit, but as most
mayor airports are near large cities, sek (state police
swat) are usually avaiable on short notice.
the checking itself will be done by "civilians", but
they too are state employees with granted special
rights.
unarmed perimeter or railway security is from the
private sector, but the only (fire-)armed
non-policeofficers on german airports are the forrester
employed for animal (expecially bird) control (in german
law forresters have some kind of police function/rights
too) or the occasional cash transfer.
armed perimeter patrol (some larger airports only) is
done by federal border guards with SW4 (Schutzwagen4), a
heavily modified 2,5t4x4 truck with a 7,62mg cupola and
some gunports.
airlines with increased security procedures (the only
one i know is el al) have own armed personal at least at
cologne airport, but any shot fired by them (or any
other action on non-israel citizens, that is) will be an
interesting legal chaos borderlining on diplomatic
immunity violations.
mixed civilian/military airports like cologne or
frankfurt/main have mp detachments too, but they are
usually restrained to "their" part of the airport.
american forces show a disturbing tendency to interact
outside their granted territories if they believe u.s.
citizens to be concerned.
thatīs it by now

further questions welcome..
