The anthrax attack was quoted at odds of a billion to one of natural
occurrence. The scary things about this latest round of terrorist attacks
are

i.	They lack the 'normal' terrorist objective of being willing to claim
responsibility to publicise their cause.
ii.	The methods of attack are becoming increasingly fantastic and what could
previously only be found in Hollywood films or novels has become reality.

The implications are clear. We're talking about people who have taken
terrorism to the next dimension. Looking over the Terror / Counter-
Terrorism sourcebook the other day shows how outdated concepts of terrorist
objectives have become - a sign of complacency to an extent.

The effect is that terrorist activity can clearly and realistically be more
fantastic in ME. I think we all need to reconsider this element in
scenarios.

The United States Centers for Disease Control--which is, for you
non-Americans, the number one public health organization in the
US--is tentatively declaring the anthrax outbreak in Florida to be a
bioterror attack.

Senator Robert Graham, who represents Florida in Congress, has told
CNN that the Secretary of Health and Human Services (Minister of
Public Health, for you Europeans) has told him "the chance this
happened without some human intervention was zero."  Graham went on
to state that Secretary Thompson told him that it appeared to be
engineered, not naturally occurring; its genetic blueprint does not
match any strain known to veterinary science.

There have been 18 incidences of inhalation anthrax (including these
two recent ones) since 1901.  Draw your own conclusions just from
that alone on the likelihood of this being coincidence.

It is plausible that the United States has now been targeted by a
weapon of mass destruction--a biological warfare agent.  If so, then
someone with an IQ lower than my shoe size has just opened a very new
and very frightening chapter in the world's history.
