Unless the PC's were duped into being part of the plot...

Ideas are germinating and I can feel a particularly evil scenario brewing...

You also need to work on latency, infectious and asymptomatic periods -
once the first mule starts to show obvious symptoms, things are going to
change _fast_.

Shouldn't be a problem. I can see a nice genetically engineered flu virus on the horizon. Of course my real area of expertise is rabies but unfortunately that's not really suitable for use as a weapon.
