It's guaranteed to be out of print, as the company that published it
doesn't exist anymore :) Even before then, though, the Operative's Kit was
out of print because CEE was working on a second edition, which was nearly
finished (I leafed through a copy at GenCon 1998) but was never actually
released.

Finding one now would be pretty difficult, I would imagine. E-bay or
similar auction sites are one way, another would be to check discount or
second hand bins in game stores, or traders at conventions that sell
similar things.
