I seem to remember that 'special circumstances' apply in the case of dual
citizenships.  Or was that just Israeli dual citizenships?  Your friend
should consult a consular officer as soon as possible, preferably before the
US re-institutes the draft.

I do remember during the Vietnam era foreign students had to interrupt their
studies at certain intervals to avoid being 'eligible' for the draft.
Apparently the US took no notice of the legality of foreign nationals
serving in the Armed Forces.
