The tanker's radar range was far shorter than the Vancouver's, so the tanker captain did not know anything was wrong until the Vancouver was closing for the intercept.  There was probably also airborne surveillance platforms involved.  The Halifax class frigate is well suited to this type of duty.  Data on the Halifax ships is available on a number of sites.
