Not quite.  Canada picked the M16A2 as their new rifle in 1984, at which time the M16A2 was already entering US service.  The main difference in the C7 from the M16A2 is full auto instead of burst and a hammer forged barrel, both of which are options on the M16A2.  Diemaco is very competitive on military pricing and they do make good product.
