It is an experimental pattern developed for the U.S. Marine Corps as part 
of their "Urban Warrior" project.  It was unofficially known as the 
"T-pattern."  Aside from a few exercises in 1998-99, it was never issued on 
a wide scale.  They also made a version which had a tan rather than grey 
background, but pictures of that are pretty rare.  Here's a good link

As an aside, rumor has it that the Marine Corps actually planned to use 
this pattern for their new uniforms, but finally decided not to because it 
was designed by the U.S. Army.  They settled on a camo pattern called 
MARPAT (MARine PATtern - http://www.mcaroy.com/cadpat.htm) and actually 
copyrighted it so that no one else can use it!
