New Blackeagle/Blackeagle Theatre Office?

I'm going to attempt to expand the BE/BE line of ME
fiction with an expansion of a South American Theatre
office.

It is a toss-up between Buenos Aires and Rio de
Janiro.

I also want to start opening more fictional offices in
South/Central America and Asia.  Maybe even add an
African office connected to the European Theatre
office.

I tried to put out feelers from the list in the past
and did not get much in way of "expanding fiction"
support, but I received not negatives at all either. 
(Actually everyone was quite silent on the idea.)

Please speak up.
