imho buenos aires would be a more reasonable place to 
start.

a) they īre speaking spanish, a more common language and 
probably known to more american be/be employees.

b) (very weak argument) itīs more southern. splitting up 
south america between old and new offices might be 
slightly easier.

of course rio de janeiro is the cooler place to be. 
warmer beaches filled with bodies in various stages of 
tan and (un-)dress, alcohol on tap at the gas station, 
carnival, constant jail riots, minimum of three rivaling 
(or equally uninterested) police agencies...
and they donīt extradite post train robbers to the uk.
cinematic campaigners will be better off learning 
portuguese.
