Re: New BE offices -> International Political Science



How about sending in "Consultants" from the home ofice when starting an
office in a new country.  These Consultants would be specially trained
in:

1)  Finding a site for the office, acquiring and setting up the new
office.

2)  Co-ordinating 'visiting teams' who would work in the theatre of
operations until the new office was fully operational.  This would
include training the visitors in the ways of the host nation - perhaps
BE/BE has a cadre of 'International Operatives' who are cross-trained in
many locations for this purpose?  They would also be able to be deployed
in any area that needed extra personnel over and above the local
complement.  For example, in the case of a natural disaster, a major
political coup or a massive terrorist incursion.

3)  Recruiting and training locals or natives of the region to become
fully-fledged BE/BE operatives.

4)  Developing one or more of these people (or specialty recruiting) to
become the 'management' of the new office.

I haven't checked the manuals lately, but aren't the offices fairly
autonomous?  Almost a franchise arrangement?  In fact, would it be
possible for someone to approach BE/BE and _request_ a franchise for a
particular area?
