Depends on what the armor is made of.  If it's a good insulator, like
Spectrafiber or Kevlar, then the target would be immune.  If it's a
conductor, like steel, then the target is screwed.

If the armor is a conductor, it's likely that the effect of the taser
would be magnified.  The electrical current would run through a
dramatically larger area of the body.  While the corresponding current
would be diminished at any point in the body, it only takes a thousandth
of an amp, in just the right place, to stop your heart cold.
