According to the Taser website FAQ:

This is a manufacturer claim, but since this device is marketed to law enforcement, I would tend to believe it.  Dead cops don't buy product.
Get all the info at;  www.taser.com they have FAQ, videos, etc.
These are the same people the made the original taser. 
As for handheld stunguns, I have no data except personal experiance.  The effectiveness varies greatly with the quality of the weapon and the location hit; from pissed-off-perp to twitching-on-the-ground.  I personally don't trust the handhelds.
