Which would be a little less and closing another
loophole with a 'canon' answer. Filling in 'holes'
'officially' can only be a benifit.

Depends where the mag is and if you just dump the old
clip, throw it down the front of your jacket, or put
it back into webbing.

Usually, if a magazine is in convenient webbing and is
being ditched and there is still a round in the
chamber, then 2 rounds is ok. Add one more round to
throw an empty into your jacket and a couple more to
put it into webbing. Add another round if you need to
work the weapon's action and add one or more extra for
magazines in pockets and 'difficult to reload'
weapons. Add another round in poor light if the
weapon's magazine well isn't in the grip ('hand finds
hand' makes reloading in the dark under stress
easier).

And I usually enforce 3-4 rounds for M203
