[Why the hell doesn't the US invest in some decent,
simple optical scopes for infantry units?]

The US Army issues (or is in the process of issuing) M68, Aimpoint CompM,
sights to all infantry and many combat support units.  Qualification is out
to 400m on silhouette targets.  The US Marines shoot out to 500m with iron
sights on bullseye targets.  They are in the process of issuing Trijicon ACOG
scopes to infantry forces.

300m might be long range shooting for pistols, but certainly not for rifles.
Most .30-caliber rifles will be zeroed to 300m.  Most 5.56mm rifles are
zeroed to 200m, meaning a bullet drop of 3.5-inches at 300m.  750m is
probably a more reasonable number for long range shooting, because a 1 MOA
deviation is starting is likely to put the bullet off a human target.
