There could be an ME assignment in this: someone hires a BE cell for some
or another tactical mission that might not appear too out of the ordinary.
However, once the mission is over, the country it was performed against has
a reason to declare war against a neighbor. While the players think they've
been hired by the country who have war declared against them, in fact they
were hired by the _other_ country with the specific purpose of providing an
excuse for this war.

This will need some more work, though, mainly finding a way to get the PCs
involved deeply enough that they'll want to stick around and investigate
why they've been set up, and if possible, also to find a way to end this
war before it goes out of hand.
