Maybe the cell or some of the cell members have ties to the country that will be 
attacked because of their actions. One other point that have to be thought is that 
operatives must find a way to stop the war without exposing their involvement in it 
at the same time :-) It would be quite ... embrasing to save a country from war just to 
be sentenced to prison themselves...
