I can't speak for the Miami Cells, but...

In my campaign, most of the staff are Ex Law Enforcement and Special
Forces/Intelligence people (oh... and a Doctor...) who have gone to work for
BE/BE for their own various reasons.

While they are in Canada (Calgary Bravo Cell), they tend to be very discreet
in their operations, mostly they carry a pistol and a few extra mags when
doing investigations, I took some license with the setting and allow them to
acquire concealed carry permits (Through BE/BE) for their pistols. When they
go tactical, they rarely tell anybody and while they have licenses to carry
Class III weapons (Through BE/BE), they generally don't hang around for the
police to interrogate (when the contract is not for the police/government,
that is). They go in, do the op and use the remarkable talents they have
learned in their former careers to put the various interested parties (not
just the police...) off their trail.

Right now they are in Israel! In my campaign they are classified as Civil
Special Operations Contractors and are basically given carte blanche, as
long as they don't bugger it up. So far their fire discipline has been
outstanding, but I have to admit, since the addition of Combat Experience
they have been hitting a lot less!

In short...
It is your world, do with it what you will. If they like, they play. If they
don't like, they don't play...
