The street directions have not changed in a good
while, according to good sources that have lived in DC
for a good while.  If you pick up a map, it should be
relatively accurate for at least 5 years, and I'd dare
say 10 for cities that don't change THAT much
(especially in the downtown areas).

The issue with streets in DC are now with construction
and congestion.  The construction was from the very
haphazard way they've been laying down fiber for
Telecommunications and Internet.  The congestion is
from the masses of people moving around from Northern
Virginia (Prince William, Fairfax, Louden, Arlington
counties) and Maryland (Prince Georges, Montgomary
counties) that go into DC and out again.  DC has been
ranked as the #1 worst traffic in the nation, with
Houston, TX, Los Angeles, CA, Atlanta, GA, and
Seattle, WA, in the runnings as well.  Anywhere you
have this sort of urban sprawl will have this problem.

Final suggestions.  http://www.wmata.com/ is the
webpage for the DC Metro Area bus and subway systems. 
You can get a good idea where things are with that. 
http://www.vindigo.com/ has a city guide for many
cities, including DC.  It is dead-on accurate, but you
need a Palm OS device to use it.  They've recently
added Houston, TX, and Miami, FL, for getting you
around and to the BlackEagle/BlackEagle offices in
those cities ;-)
