So how about using a method of communications that doesn't depend
(entirely) on phone lines? Some kind of phone/radio relay station near
where the actual terrorists are hiding out should do the trick -- the
accomplice in the remote location phones up the relay station which
contacts the terrorists by radio with whatever message they need to be
given. It would be hard for the authorities to jam, let alone listen in on,
all possible radio frequencies.
