And not at all the same thing as "unofficially official".

"Unofficially official" could be taken to mean something 
along the lines of "*I'm* saying it's official and the 
actual owner be damned".  

However the actual slogan, "Officially unofficial," 
implies more that he has gotten official permission 
to be an unofficial site.  Which of course is the true 
state of affaris and a much nicer slogan.
