That is incorrect. Check
http://usinfo.state.gov/usa/infousa/laws/majorlaw/h3355_en.htm for the
complete text of the bill. It is illegal to manufacture or possess a
weapon containg more than two of the "bad" features. Ability to take
those high cap magazines is one of the features. There is another
section dealing with the magazine issue later, and it is only illegal
to possess those manufactured after 1994 (well, since Oct 17 1994?).

There are NO restrictions on putting preban high cap mags in a post
ban firearm.
