You already have some indication on price indications by the increase in prices in firearms.  By comparing these prices to current prices for the same models you can come up with a rough percentage cost of living increase.  Do a search for "Miami real estate" and you can find current housing prices in and around Miami.  Apply the cost of living percentage and you have a reasonable idea of housing costs in ME Miami.

For lifestyle costs, the easiest thing to do is create generic categories; low, average, good, and playboy.  Come up with an idea of how much each category is going to spend on the basics (clothes, food, conveniences, etc) for the year and that will give you a monthly lifestyle cost.  Something like; low $250, average $500, good $1000 and playboy $1500 per month.  Get your players to work on lists of what basics they would like to have and adjust accordingly.  If you want to keep the bookkeeping to a minimum, throw in the cost of housing and vehicles and crank up the cost.
