Absolutely it is.  In the past, while there has been a theoretical
risk of bioterror, there's also been a theoretical risk of Joan
Crawford rising from the grave.  When her grave is still intact, your
concern isn't particularly justified.  But when her grave's disturbed
and CNN is reporting that a zombie's been seen riding cross-country
on top of the Blue Oyster Cult tour bus, well, that's when your
concern becomes "more justified".

Is foot and mouth naturally found in the UK?  Yes, although farmers
try very hard to keep their flocks clear of it.  It's irrational to
go, on that evidence alone, from there to "who the hell introduced
foot and mouth into the UK?"

Are anthrax spores naturally found on keyboards in tabloid offices? 
No.  It's rational to go, on that evidence alone, from there to "who
the hell introduced anthrax spores into the building?"
